Learning Curves
Cross-validation tells you a model generalises badly. Learning curves tell you which kind of badly — and therefore whether more data will help or waste your money. Every curve here comes from actually refitting a polynomial at each training set size.

Underfitting
Underfitting
Both curves have reached a plateau, they are close together, and they are fairly high. The model is too simple for the data. Géron is blunt about the consequence: "If your model is underfitting the training data, adding more training examples will not help. You need to use a better model or come up with better features." Drag the training set size and watch nothing improve.
